If I remember correctly, when the Nano car was introduced in the market the reason given by the TATAs are that they don't want the lower middle income group to suffer on road for transportation of their family. After seeing small family (husband, wife with children) travelling in a two wheeler and seeing the uncomfortable and non safe practice in metro cities, Tata decided to come up with a cheaper solution by Nano car.
Nano car is on road but the price is bit more than it was planned originally but the usage of two wheeler has undergone with sea of change.
In Chennai city I am seeing it is (ab)used in many ways. Rarely one can see the two wheeler with two people. The whole family (at times some are dozing in hot sun too) with full load of luggage can be seen in city as well on highway. (Even though two wheeler are not permitted to ride on toll roads, you can see they occupy full width on some stretches of the road). In city you can see the small vehicles (50 cc vehicles similar to TVS 50 and all) carry about 300 kg loads and even in main roads people carry ladder, pipes of 20 feet long and all sorts of things.
One can wonder what the police doing and they cannot take action on all the users and they may require whole of police personnel to tackle in one ward and other related problems.
Few months back one popular TV channel used to show with number plate and location and i did not see any improvement other than the TV ratings of that particular channel.
These practice is not only danger to them and also to others.
Other menaces are drive by minors and with cell phone on hand and so on.

EXPECTED ACTION(S)

Social awareness because cannot be tackled by police alone.
